Former FIFA president Joseph Blatter talked in an interview to the Argentinian newspaper La Nación about the draws that can be made in the competitions and the possibility for them to be conditioned:

Fixed draws

"There was only one person that had this power in Europe: [Former UEFA president] Artemio Franchi did it in the draws of club competitions."

"I didn't do it in the 1978 World Cup. [...] The draw was clean until the very last detail. I never touched the balls, others did. It is clear that you can mark them, making them hotter or colder."

Cold and hot balls

"Technically it is possible. It doesn't happen at FIFA, but I witnessed some draws, at European level, in which it happened. But never at FIFA. It's obvious it can be done, but in my case it never happened, never."

"You put the balls in the fridge. The simple comparison between ones and others, when you touch them, determines which ones are hot and which ones are cold."
